What is fly-tipping, and what can I do about it?
Fly-tipping is the illegal dumping of items.
Anyone who fly-tips waste – or has someone fly-tip on their behalf – could face a £600 fixed penalty notice or an unlimited fine.
You are fly-tipping if you leave items:
- Beside street bins and recycling banks
- On the floor of communal bin areas
- Outside closed recycling centres and charity shops
- Anywhere that isn't a registered waste facility or container
How fly-tipping negatively impacts the community, environment, and local services:

- Pollution of land and water: chemicals from dumped waste can find their way into soil, streams, and drainage systems.
- Harm to wildlife: animals can ingest or become trapped in discarded items, especially plastics and hazardous waste.
- Pests and vermin: rubbish piles attract rats, foxes, insects, and other pests.
- Fire risks: dumped waste can be easily set on fire - whether accidentally or deliberately.
- Spread of disease: decomposing waste and pest activity can pose health risks.
- High clean‑up costs for councils and housing providers: this is money that could be spent on improvements, repairs, or services instead.
Hiring someone to collect your waste?
Remember to follow the S.C.R.A.P code before you hire someone to remove your waste. You could be held liable if you use an unlicensed waste carrier.
- Suspect: all waste carriers - don’t let them take your rubbish until they provide proof of registration. Note their vehicle’s registration plate.
- Check: that a waste carrier is registered on the Environment Agency’s website.
- Refuse: any unexpected offers to have your rubbish taken away.
- Ask: how your rubbish will be disposed of - seek evidence of this.
- Paperwork: must be obtained - a proper invoice and waste transfer note or receipt, including a description of the waste being removed and the waste carrier’s contact details.
Please remember that your waste is your responsibility:
You have a legal Duty of Care to ensure your household waste is disposed of correctly. You can be prosecuted even if your waste is fly-tipped by someone else on your behalf.

How do I report fly-tipping?
By reporting fly‑tipping when you see it, you’re helping us tackle the problem quickly and protect the places we all live in.
Here’s what to do if you spot fly-tipping:
- Please don’t attempt to move it. There may be hazards such as broken glass or discarded needles which may cause you harm.
- Make a note of the exact location and where it’s close to.
- Make a note of the vehicle registration number and/or details of the people responsible if you see the fly tip occurring. All your personal details will remain confidential.
- Make a note of what type of refuse it is. For example, black bags, furniture, construction waste, etc.
- Report it using the details below.
